【历史沿革】 桂林矿产地质研究院坐落在山水甲天下的国际旅游名城和历史文化名城——桂林国家高新技术产业开发区内。该院前身是重工业部地质局矿物原料检验所,1955年创建于北京。此后几经易名,1970年迁至桂林。1983年划归中国有色金属工业总公司,更名为中国有色金属工业总公司矿产地质研究院,并明确为直属地师级单位。1999年,转制为科技型企业。2000年5月,在广西区工商局登记注册,更名为桂林矿产地质研究院,并归属广西壮族自治区人民政府管理。2004年9月,成为广西壮族自治区人民政府国有资产监督管理委员会首批履行出资人职责监管的19家重点企业之一。2008年7月,进入广西有色金属集团有限公司。
【业务领域和机构设置】 该院主要从事地质找矿科研与勘查,矿产资源综合利用技术研发和咨询,岩石、矿物、土壤及水质的检测、鉴定;新材料研究与开发;环境污染治理及产品开发,生态建设和环境建设、有色冶金工程咨询,建设项目环境影响评价;地质灾害治理工程勘查、设计、施工、评估,岩土工程咨询,土地整治项目可研、规划、设计和预算编制,土地复垦方案编制等工作。主要承担完成国家科技攻关项目、省部级重点项目、技术服务与咨询、技术开发与成果产业化等任务。
设有:矿产地质研究所、西藏分院、资源环境研究所、矿产资源综合利用研究所、地质灾害防治研究所、工程勘察院和有色金属桂林矿产地质测试中心等研究与开发机构;是广西唯一的国家级工程中心--“国家特种矿物材料工程技术研究中心”依托单位;是自治区级研发中心--“广西环境保护技术开发中心”依托单位;是国际标准化组织电子探针分析技术委员会(ISO/TC202/SC2)主席单位,并承担SC2秘书处工作。特邦新材料有限责任公司、桂林宏塔基础工程公司和桂林创源金刚石公司为该院的高新技术企业。
【资质情况】 拥有:固体矿产勘查、地球物理勘查、地球化学勘查、地质实验测试(岩矿测试)4个甲级和地质实验测试(岩矿鉴定)乙级资质;岩土工程(勘察、测试监测检测、咨询、监理)甲级,岩土工程(设计)乙级勘察证书;地质灾害治理工程勘查、施工和地质灾害危险性评估3个甲级资质证书,地质灾害治理工程设计、地质灾害防治工程勘查2个乙级和监理丙级资质证书;工程咨询、环境工程(废水)专项工程设计等乙级资质证书。拥有一批先进的物探、化探、分析测试的仪器和设备。
【人才资源和综合实力】 现有在岗正式职工350人,其中:工程师92人,高级工程师48人,教授级高级工程师26人;在工程技术人员中有博士15人(含在读),硕士(研究生)52人。国家级“中青年有突出贡献专家”1人,享受国务院政府特殊津贴优秀专家3人(退休的22人),获广西优秀专家称号3人(退休的4人),获“中国有色金属系统跨世纪学术和技术带头人”称号4人,广西“十百千”拔尖人才第二层次人才6人。是“广西特种新材料研发人才小高地”依托单位。
现占地面积180余亩,建筑面积11万余平方米。截止到2010年底,总资产3.4亿元;年综合收入2.2亿元。
五十多年来,该院共完成科研成果2600余项,获国家科技进步奖、全国科技大会奖、国家发明奖等共23项,其中特等奖1项,一等奖1项,二等奖6项;获省部级科研成果奖275项,其中二等奖以上76项。是一个研究领域广泛、科技英才聚集、设备手段齐全、科技成果丰硕、科技产业兴盛的大型综合研究院,也是广西第一大科研院所。
【特色与优势】
地质科研居全国领先水平,科研与勘查一体化独具特色。地质找矿研究是该院的主业和强项,也是该院的立院之本。长期以来,已形成了地质、物探、化探、勘探、遥感、同位素、岩矿、分析测试等专业配套、技术方法手段齐全的综合优势。60、70年代和“六五”至“九五”期间,出色地完成了国家及有关部委下达的科技攻关项目,重点项目等,取得了一批重大科研和找矿成果,获国家科技进步特等奖1项、二等奖4项。出版专著24部册。其中,“六五”完成的攻关项目--“个旧—大厂及其外围地区锡矿成矿条件找矿方法及找矿远景的研究”,研究成果达国际水平,潜在经济效益达数百亿元。1987年获得国家科技进步特等奖。综合实力和运行绩效在全国地勘行业100多家科研院所中名列前茅(居2至7名之间),与中科院地质所和中国地质科学院处于三足鼎立的地位,在全国地勘行业享有较高的知名度。
1999年,该院转制为科技型企业并属地化管理以后,为了适应科技体制改革和市场经济形势的变化,加强了地勘队伍和地质科研平台的建设;加强成矿理论创新和找矿技术方法创新对勘查实践的指导。从而能更好的集中地质找矿研究与勘查的优势兵力,发挥多专业、多方法协同作战的综合优势和作用,形成科研指导勘查实践,勘查实践促进成矿理论和找矿技术方法创新,科研与勘查一体化良性互动的局面,出色的完成了国家“十五”、“十一五”期间地质科技攻关、科技计划支撑、财政地勘专项等公益型科研项目,同时,在商业地质勘查服务和找矿方面取得重大突破,开创了综合勘查技术服务的新局面。如:“十一五”承担的国家危机矿山找矿项目--“广西恭城县栗木锡矿接替资源勘查”和“广西钟山县珊瑚钨锡矿接替资源勘查”,以及西藏哈海岗商业地质找矿勘查服务项目,通过地、物、化及遥感等综合找矿技术方法集成应用和成矿理论创新,找矿均取得重大突破。三个矿区共计新增资源量(332+333+334):三氧化钨12.08万吨、锡金属量4.59万吨、钼金属量1.7万吨,此外还有铜、锌。相当于在“十五”至“十一五”的十年间,找到一个大型钨矿床、大型锡矿床和中型钼矿床。
目前,该院充分发挥自身“科研与勘查一体化”的特色和优势,实施矿产资源开发“走出去”的战略,已分别在澳大利亚、加拿大、柬埔寨等国成立了独资或控股公司,为做强做优矿产资源产业拓展了更广阔地空间。
新材料研发达国际水平,新材料产业化工作卓有成效。新材料,尤其是在超硬材料、人工晶体及天然矿物材料的研发与成果的工程化、产业化方面,具有许多创新性的成果和一支优秀的人才队伍及优良的设备条件。先后研发出:立方氮化硼单晶、立方氮化硼复合片、聚合体,人造金刚石单晶、聚晶,激光焊接金刚石工具,以及金刚石绳锯、金刚石玻璃磨轮等近20种拥有自主知识产权、填补国内空白并达到国内先进水平的超硬材料新产品。是国家超硬材料的牵头单位和技术发源地之一,其综合实力居国内领先水平。
“五五”、“六五”期间完成的“金刚石地质岩芯钻探配套技术的推广应用”,总体技术居国内领先水平,1985年获得国家科技进步一等奖。该项技术成果的推广应用,不仅提高了钻探效率,促进了整个钻探事业的发展,也开启了我国制造人造金刚石高档工具的先河。
“十五”、“十一五”期间完成的国家863项目“HGTR-KTP晶体水热法生长技术研究”和国家自然科学基金重点项目“大尺寸、高质量ZnO晶体的水热法生长关键科学技术”,技术上具有原创性创新,成果达国际领先或先进水平,有可能带来光电子材料领域的一场革命。超硬材料和晶体材料研发成果共获省部级以上奖40余项。
近几年来,按照科技成果产业化、产业公司化模式,该院实施的超硬材料工具产业化项目均取得重大进展,已建成年生产能力近亿元的激光焊接金刚石工具、高品质金刚石玻璃磨轮、金刚石绳锯、立方氮化硼聚合体等多条示范生产线。产品远销欧、美国、亚洲等国家和地区。为中国从人造金刚石生产大国迈向超硬材料及制品生产强国做出了重大贡献。
环保技术研发达广西领先水平,核心竞争力显著增强。该院以广西环境保护技术开发中心为平台,致力于广西和西部大开发战略中的环境工程建设和环境治理技术研究。通过“以项目引进人才,以人才带动项目”等双赢机制,造就了一批技术骨干人才。先后开展了:高浓度有机废水治理技术研究、城市生活污水治理工艺研究、环保矿物材料研究、环境工程咨询和环境影响评价等工作,完成了“珠江水系广西流域高浓度有机废水治理技术研究示范”、“桂林鲁家村生活污水治理示范工程”、“乌金河纳污支流治理技术研究示范”等一批重点污水治理项目、863重大专项项目,以及区、市一系列重点环境影响评价项目。在区、市树立起了金属冶炼和矿山环境影响评价的品牌,已建立起覆盖全区有色金属冶炼和矿山采掘环境影响评价及环保工程咨询的服务体系,同时也有力推动了技术服务咨询业务工作的开展,核心竞争力显著增强。承担的国家科技部“有色金属选矿废水节能减排项目”开展的选矿废水重金属削减工艺研究,为下一步进入重金属污染防治业务领域奠定了基础。
此外,该院在工程勘察、地质灾害治理等领域也具有雄厚的人才资源和技术资源,在区内、外完成了一批高速公路、重点建设项目的工程地质勘察、桩基质量检测、地基处理和滑坡治理等项目,在区有一定的影响力。有色金属桂林矿产地质测试中心,是通过国家认证认可监督管理委员会计量认证的我国有色地质行业的一级实验室,是广西区科技厅授权的省级科技成果检测鉴定法定机构。拥有能完成无机、有机物,常量、微量元素,各种材料检测的先进的分析测试仪器设备。国家特种矿物材料工程技术研究中心、广西环境治理工程技术研究中心广西超硬材料重点实验室和广西环境保护与治理重点实验室的建设,有力改善了该院科研工作的软、硬件环境条件,从而保证了科研项目高水平、高质量的实施,有效提升了科技创新水平,有力促进了该院科技进步和科研成果的转化。

[History] Guilin Research Institute of Geology for Mineral Resources (hereinafter referred to ad the "Institute") is located in the National Hi-Tech Industrial Development Zone in Guilin, an international tourism city known for its peerless scenery, with long history and resplendent culture. Its predecessor is known as the Inspection Institute of Mineral Materials in the Geological Survey Bureau of the Ministry of Heavy Industry, which was founded in Beijing in 1955. After that its name was changed several times, and in 1970 it was moved to Guilin. In 1983 it was incorporated into China National Nonferrous Metals Industry Corporation (CNNMIC), with the new name of CNNMIC Institute of Geological and Mineral Resources, and definitely defined as a directly affiliated prefecture-level organization. In 1999 it was transformed into an enterprise of science and technology. In May 2000, it was registered in the Trade and Industry Bureau of Guangxi Zhuang Autonomous Region with new name of Guilin Research Institute of Geology for Mineral Resources, under the jurisdiction of the government of Guangxi Zhuang Autonomous Region. In September 2004, it became one of the 19 key enterprises firstly performing supervision of contributor responsibilities in the State-owned Assets Supervision and Administration Commission of Government of Guangxi Zhuang Autonomous Region. In July 2008, it was incorporated into Guangxi Nonferrous Metals Group Co., Ltd.
[Business and Institution] The Institute engages in scientific research of geological prospecting and exploration; R&D and consultation in the utilization of mineral resources; testing and identification of rocks, minerals, soil, and water quality; research and development of new materials; governance of environmental pollution and product development; ecological and environmental construction; consultation of non-ferrous metallurgical engineering; assessment of environmental impact of construction project; survey, design, construction, and assessment of geological disaster control engineering; geotechnical engineering consulting, land remediation project feasibility study, planning, design and budgeting; programming of land rehabilitation. The Institute undertakes such tasks as the national scientific and technological projects, the provincial or ministerial major projects, technical servicing and consulting, technology development, and industrialization of research findings.
It administers such research and development institutions as the Institute of Geology for Mineral Resources, the Tibet Division, the Institute of Natural Resources Environment, the Institute of Mineral Resources utilization, the Institute of Geological Disaster Prevention, the Institute of Engineering Survey, and the Guilin Test Center for Non-ferrous and Mineral Geology. It serves as a supporting institute of the only state-level engineering center in Guangxi - National Special Mineral Materials Engineering Research Center, a supporting institute of the autonomous region-level research center - Guangxi Technology Development Center for Environmental Protection, and the chairman unit of Electronic Probe Analyse Technology Committee of International Standard Organization(ISO/TC202/SC2) and undertaking the task of secretary dep. of SC2. The Institute possesses some high-tech enterprises like Guilin Tebon Superhard Material Co. Ltd, Guilin Hongta Foundation Engineering Company and Guilin Champion Union Diamond Co. Ltd.
[Qualification] The Institute has qualified four A-level certificates in solid mineral survey, geophysical survey, geochemical survey, and geological laboratory test (rock and mineral testing); one B-level certificate in geological laboratory test (rock and mineral identification); one A-level certificate in geotechnical engineering (prospecting, testing, monitoring, detecting, consulting, supervision); B-level certificate in geotechnical engineering (design); three A-level certificates in exploration of geological disaster management project, construction of geological disaster management project, and hazard assessment of geological disaster; two B-level certificates in the design of geological disaster management engineering, and the exploration of geological disaster prevention engineering; one C-level supervision certificate; and B-level certificates in engineering consulting, and special design of environmental engineering (waste water). The Institute boasts a number of advanced geophysical, geochemical, and analytical testing instruments and equipment.
[Human Resources] There are 350 formal staff in the Institute, including: 92 engineers, 48 senior engineers, 26 professor senior engineer, 15 doctors (including doctoral candidates) and 52 masters (post-graduate) in the engineering and technical personnel, 1 person with the title of national "Young and Mid-aged Expert with Outstanding Contribution", 3 outstanding experts enjoying particular subsidy of the State Council (another 22 are retiree), 3 persons with the title of Guangxi outstanding experts (another 4 are retiree), 4 persons with the title of "Century Academic and Technology Leaders in China Nonferrous Metals Industry", and 6 persons entered into the secondary level of Ten-Hundred-Thousand top-notch talents. The Institute is a supporting institute of "Top-notch R&D talents for special new materials in Guangxi".
The Institute covers an area of over 180 mu, and building area of more than 110 thousand square meters. By the end of 2010, it possesses 340 million Yuan of total assets and annual comprehensive income of 220 million Yuan.
Over 50 years, the Institute has achieved more than 2600 results in scientific research, won a total of 23 awards such as National Science and Technology Progress Award, National Scientific Conference Award, or National Invention Prize, (including 1 top prize, 1 first prize, and 6 second prizes), 275 provincial or ministerial scientific research achievement awards (including 76 for second prize or above). With wide range of research, a mass of science and technology elites gathered, complete equipment and fruitful achievement, thriving technology industry, this large-scale institute is the largest institute in Guangxi.
[Features and Strength]
The institute boasts of leading geological research nationwide and its unique integration of research and prospecting. The study of geological prospecting is the main business and strength of the institution, and also its foundation. Over the years, fully comprehensive advantages have come into being by a series of professional and supporting technical methods in geological, geophysical, geochemical, exploration, remote sensing, isotope, rock-mineral analysis and testing. During the 1960s-1970s and the 6th to 9th National Five-Year Plan of China, the Institute successfully completed a large number of scientific and technological research projects or major projects issued by the country or relevant ministries, and achieved significant research and exploration results, won a top prize and four secondary prizes of National Science and Technology Progress Award. Meanwhile, 24 volumes of monographs were published. The research achievement of one project completed in the 6th Five-Year Plan, "Research on the mineralization conditions, prospecting methods and vision for the tin ore in Gejiu-Dachang and surrounding areas", had reached the international level, producing tens of billions Yuan of potential economic benefits. In 1987, this project won the top national prize for scientific and technological progress. Its comprehensive strength and running performance taking second to seventh places among more than 100 research institutes in the geological prospecting industry in China, forming tripartite confrontation with Geological Institute of China Academy and China Geological Academy and is renowned in China geological circle.
In 1999, the Institute was transformed into a science and technology enterprise that is administered by the government of its location. In order to accommodate the reform of scientific and technological system, and change of economic situation, the construction of prospecting team and geological research platform was enhanced, and the guidance to exploration practice was strengthened by the theoretical innovation of mineralization and technical innovation of prospecting methods. Therefore, the Institute could make it better to focus on the advantages for geological prospecting and exploration, to play the collaboration role of multi-disciplinary and multi-method, and to form into a beneficial interaction of research and exploration by using research to guide the exploration practice, and in turn the exploration practice to promote the innovation of metallogenetic theory and prospecting methods. In this way, the S&T breakthrough, the S&T program support, and the special finance geological survey and other public welfare research projects are completed successfully for the 10th and 11th Five-Year Plans. Meanwhile, significant breakthrough was made in the commercial geological exploration services and prospecting, and a new situation was created for the service of integrated exploration technology. For example, the exploration project for national crisis mines undertaken in the 11th Five-Year Plan, "Substitute Resources Exploration in Limu Tin Mine, Gongcheng County, Guangxi" and "Substitute Resources Exploration in Shanhu Tungsten-Tin Mine, Zhongshan County, Guangxi", and the commercial project service for Hahaigang geological prospecting in Tibet. By applying comprehensive exploration methods integrated with geological, geophysical, geochemical, and remote sensing, as well as innovative metallogenic theory, significant breakthrough was achieved in these exploration projects. Newly increased mining resources for the three mine areas are as follows (332+333+334): 120,800 tons of tungsten trioxide (WO3), 45,900 tons of tin, 17,000 tons of molybdenum, and a certain amount of copper and zinc as well. All of these reserves are equivalent to a large tungsten deposit, a large tin deposit and a medium-sized molybdenum deposit found in the decade from the 10th to 11th Five-Year Plan.
Currently, the Institute is making the best out of its features and strength in the Integration of Research and Exploration to implement new outgoing strategy for the development of mineral resources, and has established some sole proprietorship or holding companies in Australia, Canada, and Cambodia respectively to expand wider space for the excellence of mineral resources industry.
Excellent R&D and industrialization of new materials is approaching international standard. In the research and development of new materials, especially superhard materials, artificial crystals and natural mineral materials, as well as the engineering and industrialization of achievements, the Institute boasts a number of innovative achievements, a team of superior talents, and a mass of excellent equipment. It has developed nearly 20 new products of superhard materials with independent intellectual property rights to fill the gaps and reach advanced level in China, for example, the monocrystal, composite and polycrystal of cubic boron nitride (CBN), the monocrystal and polycrystal of synthetic diamond, laser welding diamond tools, the diamond wire saws, and the diamond grinding wheel for glass. With leading-edge comprehensive strength in the domestic, the Institute serves as one of the leading organizations and birthplaces of technology for superhard materials.
The technological achievement "Spread and exploitation of integrated drilling technologies with diamond core drill bit" completed in the 5th to 6th Five-Year Plan had reached domestic leading level, and won the first class National Science and Technology Progress Award in 1985. The spread and exploitation of this technological achievement did not only improve the efficiency of drilling and promote the development of drilling business, but also open the precedent for manufacturing high-grade tools with synthetic diamonds in China.
The 863 project "Research on hydrothermal growing method of HGTR-KTP crystal" and the major project supported by Natural Science Foundation of China (NSFC) "Key technology on hydrothermal growing method of large-size, high-quality ZnO crystal" were completed in the 10th to 11th Five-Year Plan. With original technological innovation, the results reached the leading or advanced international level with the possibility of producing a revolution in the field of optoelectronic materials. More than 40 prizes above the provincial or ministerial level were awarded for the R&D achievements on superhard and crystalline materials.
According to the industrialization of technological achievements and corporatization of industries in recent years, significant progress was made in the industrialization of tools with superhard materials implemented by the Institute. And several pilot production lines with nearly billions Yuan of annual production capacity were built to manufacture laser welded diamond tools, high-quality diamond grinding wheel for glass, diamond wire saws, and CBN polycrystal. Products were exported to Europe, America, Asia or other regions. Significant contribution was made for China’s transformation from a large producer of synthetic diamond to a powerful super-hard materials and products.
Leading environment protection technology R&D in Guangxi significantly enhances the core competence. Based on the Development Center of Guangxi Environmental Protection Technology, the Institute is dedicated in the construction of environmental engineering and research of environmental control technology in Guangxi and Western development strategy. A number of technical backbones were fostered by the win-win mechanism "Introducing talents through projects and driving projects through talents". The Institute carried out such things as the research on treatment technology for high concentration organic wastewater, research on treatment process of municipal sewage, research on mineral materials in environmental protection, consultation of environmental engineering, and assessment of environmental impact. In addition, the Institute completed a number of key projects for sewage treatment, and some major special projects in 863 Plan, such as the "Demonstration research on the treatment of high concentration organic wastewater in Guangxi basin of Zhujiang River system", "Demonstration project on sewage treatment of Lujia Village in Guilin", and "Demonstration research on sewage treatment of Nawu tributary of Wujin River". Furthermore, a series of key environmental impact assessment for the regional and municipal environment were implemented. A brand for the assessment of metal smelting and mining environmental impact was established in the regions and municipalities, and a service system was created for the environmental impact assessment in non-ferrous metal smelting and mine exploitation, and consultation of environmental engineering for Guangxi Region. Meanwhile, the services of technical consultation were driven and the core competence was enhanced significantly. The technical research on reducing heavy metal in ore-dressing wastewater, which was undertaken from the project of Ministry of Science "energy savings and pollution reduction project on non-ferrous metal ore-dressing wastewater", provided a foundation to make a next step into the prevention of heavy metal pollution.
In addition, the Institute also boasts abundant human and technical resources in the areas of engineering survey and geological disaster control, and has completed a number of engineering geological investigation, pile quality inspection, ground handling and landslide control in highways or major construction projects inside or outside of Guangxi, so it had definite influence in this region. The Guilin Test Center for Non-ferrous and Mineral Geology, is a A-Level laboratory in Chinese nonferrous geological industry, certified by Certification and Accreditation Administration of the People's Republic of China, and is authorized as a provincial statutory body for the detection and identification of scientific and technological achievements by Guangxi Science and Technology Department. The Institute has various advanced detection equipment for testing and analyzing inorganic/organic matters, constant/trace elements, and other materials. The construction for National Special Mineral Materials Engineering Research Center, Guangxi Research Center for Environmental Governance Engineering, Guangxi Key Laboratory for Superhard Materials, and Guangxi Key Laboratory for Environmental Protection and Governance, greatly improves the software and hardware conditions of the Institute. This ensures the implementation of research projects with high level and quality, effective improvement of technological innovation, and strong promotion of technological development and transformation of scientific achievements for the Institute.
